Will it remain chilly and how much precipitation can we expect?

According to The Weather Channel, the Northeastern US can expect below average temperatures from February through April, so it will be some time until things warm up around here!

In terms of precipitation, we haven't really seen any MAJOR snow storms yet this winter. According to NOAA, we have a 1/3 higher chance to get more snow than normal as winter rolls on. Where is the snow?
